Once eligible by rank, you can purchase the blueprint of Pyromaniac Sambuk from the Manager at either the Le Pont Muet called Yanita Nara or you can talk to the manager at Palka Buta Pirate Dens located in Sainte-Anne and Telok Penjarah territories. The blueprint costs around 5000 Pieces of Eight.
