Paradox Interactive has published Stellaris Dev Diary #438 on Steam, written by Eladrin on October 29, 2026. The earlier Willpower diaries focused on the friendlier ways of spreading Ideologies, and this one turns to what happens when empires clash: war.

If you plan to play an aggressive empire, or you just want to know how Ideologies can reshape yours, this diary covers a new Fanatic Militarist civic, a new origin and a late-game ethics upgrade. Here's a rundown of each, based on the official Steam post.

Warmongers and Ideological Warfare

Warmongers is a new Fanatic Militarist civic and one of two new pre-scripted empires in Willpower. The core idea is simple: fight a big enemy, get big strong. Warmongers thrive on worthy opponents, so staying at peace, or picking a fight with an empire weaker than your own, brings a penalty.

The civic also unlocks a new living standard called Defect Filtering and a unique set of military-themed Strata, with special effects tied to mandatory military service. It adds a new council position too, the Chief of Personnel. The diary also shows a general Militarist Tenet that any empire with a Militarist Ideology can pick.

War itself changes in Willpower:

  • Impose Ideology: this Casus Belli now forces the defeated empire to adopt your official Ideology. You need an adopted Ideology to use it.
  • Overthrow Government: the old Impose Ideology behavior lives on under this name, for changing only an empire's Authority and/or Ethics.
  • Ideological Clashing: when your Ideological Reach meets another Ideology's, the two push against each other, which strengthens both.
  • Ideological Rival: you can also declare one if you want a more direct fight.

Special events can fire depending on your Ideological Momentum, and there are plenty of negative ones.

Golden Generation Origin

Golden Generation is a new origin, available to any ethic, that puts you in charge of an empire training the next generation of leaders. You start with a Golden Academy on your homeworld, and the trainees can't be recruited until they finish their education. You can track their progress in the Leader panel.

Along the way you'll face decisions that shape their development, and those choices can have consequences much later. You only ever produce one generation, and afterward you either keep the Academy running at reduced capacity or turn it into a museum. The origin also lets you adopt a unique Ideology with its own Tenet, which depends on your earlier choices.

Absolute Ethics

Absolute Ethics open up once you've adopted an Ideology and raised its strength high enough. For a cost in Unity, you commit to that Ideology's ethic and abandon all other ethics. You'll get an event prompting the choice, and you can also do it through faction management.

Absolute Ethics generally amplify their Fanatic counterparts. Absolute Militarism, for example, reduces War Exhaustion and increases Naval Capacity. Even without going Absolute, high Ideological strength unlocks a new set of Ideological Policies, which spend a quarter of your strength once it hits the maximum without counting toward negative momentum.

Next week's diary covers the Great Mosaic origin, Ideological Paragons, another civic and the Ambition. In the meantime, read our look at the Ideologies system from Dev Diary #436, our Stellaris DLC tier list and the DLC subscription breakdown.
