Paradox Interactive has put the Stellaris 4.5.3 "Cygnus" open beta on the stellaris_test branch on Steam. Eladrin announced it on October 28, 2026, along with the full list of changes.

If you've been running into odd district behavior, confusing Habitability numbers or multiplayer desyncs, this build targets all three. Below is a summary of the balance changes, the biggest bug fixes and the interface tweaks, based on the official Steam post.

Balance Changes

Four changes make it into the balance section:

  • One per planet: Betharian Processing, Exotic Gas Capture, Rare Crystal Extraction and Volatile Motes Harvesting are now limited to one per planet.
  • Bliss buildings: Virtual Bliss Plaza and Omni-Bliss Nexus now automate Logistic Drone jobs for Gestalt empires.
  • Hedonists: on the Decadent Lifestyle they use half as many amenities while the empire has no Consumer Goods deficit.
  • Tankbound: these empires now start with an additional Generator District, instead of converting Agriculture or Mining Districts into Generator Districts.

Notable Bug Fixes

The fix list is long, so here are the groups that matter most.

Districts and starting buildings. Districts now change specialization more sensibly when a colony changes owners or stops meeting the requirements. For example, Coastal Hamlets and Agrarian Villages change to Aquaculture or Agricultural Focus, and Subterranean Urbanization changes to Mineral Extraction. Civic and origin starting buildings no longer go missing when the capital is full, and Ethic buildings are discarded instead. Pleasure Seekers now start with their extra Civilian Industries and with Holo-Theatres, which should help with their starting Consumer Goods and amenities. Infernal empires with Tree of Life or Here Be Dragons now start with an Agriculture District.

Habitability. Several numbers were wrong. Habitability was shown as no higher than 125% for species that can reach 175% or 250%, and the planet summary, colonization view, terraforming panel, galaxy map and resettlement now show the real value. Volcanic Climate Mods now grant Adapted Habitability on Volcanic Worlds, and Dry Climate Mods no longer do.

Other fixes. The Exemplary Genetics tradition now correctly reduces the cost of advanced genetic traits, and occupied subject colonies no longer produce job resources for their overlord. The Deluge Machine can now turn gaia worlds into ocean worlds, and Thermophile livestock no longer eat food.

Interface and Stability

The new Adapted Habitability game concept explains how a species exceeds 100% Habitability and what it gains above that point. Job tooltips now show the effective workforce of the job, and tooltips for jobs, districts and zones show what they produce for the overlord. Fleet actions you can't use because of a cost, a cooldown or an ongoing action on the same target now appear disabled in the right-click menu, with the reason in the tooltip.

On the multiplayer side, out-of-sync checks now compare every colony, fleet, ship and country instead of only the last few, so desyncs are caught sooner. Two out-of-sync errors after a hot-join and a rare crash when a subject became independent were also fixed.

The team currently expects to push these changes live next Wednesday. For more on where the game is headed, see our summary of Dev Diary #438 and the Ideologies overview.
